Entering the new Dogtown district of 's DLC introduces V to a whole new cast of NPCs with complicated backstories that leave everyone unsure who can be trusted. The new spy-thriller narrative of the expansion is engrossing and the characters and missions that are crafted for it bring a mystery all their own with back-stabbing and espionage all around. Between the main missions for the campaign and the various side jobs that V can pick up around Dogtown, the DLC brings in a variety of personalities and backstories to explore.
Easily the most notable of the major characters in are Solomon Reed and Songbird, as these are who the player will be interacting with the most throughout the story. The nefarious and mostly lawless location of Dogtown is also home to the Barghest, a group of former Militech soldiers and mercenaries who have essentially assumed control of the district under their leader Kurt Hansen. Each of these colorful NPCs and the environment of shady dealings helps to provide the perfect setting for a spy story that would be fitting for even James Bond, himself.

Alena Xenakis, who goes by Alex, is an undercover agent in the Dogtown district. She works for the Federal Intelligence Agency (FIA) and was first recruited by Solomon Reed. Originally she grew up in the Los Angeles Metroplex and wanted to become a braindance actress before joining up with the FIA and being a key part of many covert operations where she perfected her shapeshifting abilities. She has been an undercover agent in Dogtown since some point after the Unification War and in works with V for their mission.
