Mortal Kombat 1's addition of Quan Chi seemingly confirms that DLC characters won't be getting any additional skins, as was the case for Omni-Man when he launched.
Omni-Man's arrival into Mortal Kombat 1 was generally a positive one that reignited some passion for the game and moved some of the conversation away from its more negative attributes, like the "predatory" Item Shop and lack of features. Although most fans were happy to see the Viltrumite arrive, they weren't so happy about the content that he came with.
Or rather, the lack of content. Not only did Omni-Man have fewer character mastery levels than the main roster, but he also didn't have any other additional skins to unlock, meaning that he only had his default outfit, a handful of Gear unlocks, and some colour palette swaps. At the time, fans thought that this might be because he's a licensed character and Warner Bros. had less freedom with him, but now that Quan Chi is out, we can safely assume that it's the case for all DLC characters.
The lack of skins for Quan Chi has been pointed out by a lot of fans since he was added to the game, but one notable post comes from Twitter user BruskPoet, who took the chance to worry about Ermac's look since he won't have as much customisation as the other fighters. Right now, Quan Chi only has his default look, with no other costumes to unlock and change his appearance with.
Confusingly, Quan Chi's changeable gear is actually his skin, which means that his outfit is even less swappable than the rest of the Mortal Kombat 1 roster.
To make matters even more confusing, it's not like Quan Chi doesn't have alternate skins that could be used, as there are a few variants in the Story Mode that could easily be turned into skins
