Residual damage effects are bugged in Awakened Raids causing them to deal about a quarter of their expected damage. This makes Evokers and Rogues do less damage than expected.
If you're doing Awakened Raids, there's a large bug with «Residual» damage spells reducing their damage by about 75%. These spells are ones that deal «X% of Y's damage» and largely affects some of the following items:
For example, the Devastation Tier set is roughly supposed to do ~16% damage on single target, however it's currently doing only about 4% on an encounter. The current speculation is that these effects are not getting the Awakened damage modifier making them doing ~4x less damage, which happens to be about the amount that Vault of the Incarnates got buffed for Awakened. This bug is not present in Mythic+.
Hopefully, this is the last of the Awakened raid scaling bugs that is occurring on this Patch. In Shadowlands, many spells were bugged to not scale correctly in Fated raids, and the launch of Season 4 was no different. The bugged abilities of Season 4 were mostly all fixed by the end of Day 1, but the Residual damage effects are still bugged.
This information may be important to Tier Loot decisions, especially for guilds that are going for Mythic, as this bug makes the Devastation Evoker Tier Set the worst Tier Set of Season 4 until it's fixed (worse than Balance Druids).
