The Side Jobs becomes available after completing the opening missions of — specifically, after completing "" — and can be started by going to the Side Jobs marker near the Golden Pacific fast travel point, where Paco will speak to V, automatically starting the Side Job.

One thing to note about the Side Job isthat it has a time limit — "" can only be done before a certain point in the main story quest "."
