Stellar Blade will receive an "uncensored" release in all regions, according to developer Shift Up. This was just announced in a tweet and specifically mentions that this includes the Japanese release, meaning that all of the content in-game will be the same regardless of where you buy it from
The social media post doesn't go into any detail on what exact content will be "uncensored". However, it presumably means that potential violent and sexual material will be the same throughout the localisations, and didn't need to remove content to get a release in a particular region.
It isn't uncommon for games to have to make changes to secure a release in certain countries. This is because different regions have their own ratings boards, with their own criteria on how to assign an age rating. If a game is deemed too mature to get the age rating the publisher is gunning for, it might make some changes for the release in that region. In the worst-case scenario, a game can be denied an age rating altogether, effectively banning it from stores in that particular region.
However, given this tweet from the devs, it's safe to assume that this hasn't happened with Stellar Blade. The ESRB has hit it with a Mature rating and PEGI has gone with an 18. The ESRB rating mentions "blood and gore, [strong] language, suggestive themes, and violence," so it's about what you'd expect from a game of this age rating.
Still, while this has pleased fans who were seemingly under the impression that Stellar Blade would be censored in certain regions, that doesn't necessarily mean you'll get to ogle Eve's behind for the whole game. Game director Kim Hyung Tae has actually suggested that players make Eve "wear clothes as much as possible" since this will boost her stats. He warned that wearing the Skin Suit (the one that makes her look nakey) has "no defensive function" and it might make you "die quickly".
