Rumors in Act 3 of say that a great dragon defender lies below the Lower City, but it can only be reached by solving specific puzzles like the one in the Chamber of Justice. This area has one of several trials you must face in the Wyrmway to eventually discover the dragon Ansur. The Chamber's puzzle tests your morality to determine your sense of honor and judgment.
The Chamber of Justice is located to the left of Ansur's Gate found in the Wyrmway, a location below the Lower City in Act 3. Puzzles in this area are nothing new since you need to solve the Legend of Ansur book puzzle to even enter the dragon's domain. You don't have to worry much about combat here, but you'll still want to be careful not to activate any traps.
When you enter the Chamber, you'll immediately see a Darkness spell cast around a statue toward the center of the room. Around the walls are three paintings depicting the story of a thief stealing apples and being caught by the city. The statue indicates that you must determine the thief's punishment in, which will evaluate your ability to bring fair and honorable Justice befitting the crime committed.
Before you can even begin to find any kind of punishment, you have to remove the Darkness first. Remove Curse or Dispel Magic are both great spells for getting rid of the shadows lingering in the room when cast on the statue. Both of these pieces of magic are among the best spells to unlock in , so you or one of your companions may already have this magic available to use right away.
It may be better to purchase a Remove Curse scroll rather than use one of your character's precious spell slots. Remember to fast-travel through Waypoints when you can to reach different vendors who may sell a scroll or two for the spell you might need. There should be plenty of gold and other loot discovered in the Wyrmway to pay for whatever item you could use to solve the Chamber's puzzle.
