I used to always check out the sales until I realised 95% of the games arent discounted, they are just reflecting their real life value. The scam is when there is a game that's like 5 years old and psn has its «real» value before the discount at like 69.99

Exactly this. Everytime there is a “sale” I go to my wishlist. The prices are just dropped to the same “sale” price every time (which I have obviously already decided is too high). There is no gradual drop over time as with physical games. Due to U.K. law they cannot have a constant “sale” price listed so, periodically, prices are increased back to “normal” (read “ridiculously high”) levels. It’s very rare that there is actually a price drop, just periodic price rises.
