Directly at the bottom and to the right of these stairs are barricades you can roll through and break. In the back of this area, you will find two ladders that lead you down to a narrower scaffolding below. Head down them and traverse across the scaffoldings below.

Continue along these scaffoldings until you reach a lever that activates an elevator. Take this elevator up to the bridge and then go down the stairs.
