While Goku is arguably the most powerful Saiyan in the Dragon Ball universe with Vegeta as his only main competitor, he is still officially the worst Saiyan in history as he failed to live up to the standards set by his predecessors in one particular way.
Goku was sent to Earth as an infant before Planet Vegeta was destroyed by Lord Frieza, an event that effectively wiped out the Saiyan race. After Goku was received on Earth, he grew up with and trained alongside Krillin under their martial arts teacher, Master Roshi. It wasn’t until much later in his life that Goku realized he wasn’t a human, but a Saiyan, and that disconnect from his heritage made him completely indifferent to the Saiyan way of life. However, Goku still accepted and regularly exploited the genetic capabilities offered to him as a Saiyan, including being able to get stronger when close to death and the ability to unlock incredibly powerful forms including Super Saiyan. Through fighting, Goku became closer with his Saiyan roots and accepted his role as a Saiyan protector of Earth.

In Dragon Ball Super Chapter 39 by Akira Toriyama and Toyotarou, Goku, Gohan, and the rest of the Z Fighters are participating in a multiversal battle royale known as the Tournament of Power. During the fight, Gohan finds himself face-to-face with two Saiyans from another universe who had fused to become an incredibly powerful being.
