The Legend of Zelda: Tears of the Kingdom Wind Temple is a major dungeon that you'll visit as part of the Hebra/Rito Village main quest. After going across multiple floating islands and boats, you'll reach a gargantuan ship in the middle of a tornado. The Zelda: Tears of the Kingdom Wind Temple Puzzle involves five turbines that need to be powered using Tulin's Wind Burst ability. As you can see on the map below, the five locks are scattered across three of the ship's levels (1F, B1, and B2).
From the fast travel point, go across the ship and look to your right. You'll see a small room barred by a metal gate. Use Ultrahand to grab a nearby handle and attach it to the lever (you can also use a dropped weapon). This will allow you to pull the lever to open the gate.
From the 1F fast travel point, glide down along the left-hand side and you'll see an opening. Go south along the hallway and take out the Construct Captain. You'll see a centrifuge that can be rotated. Use Ultrahand on that and move around as Link. When you see the door open, use Recall to rewind time until you can pass through the barricade.
From the 1F fast travel point, glide down along the left-hand side. Use Recall on the spinning wheel so you can ride it to the other end of the hallway. There, you'll see two sets of gears. The idea is to attach sticks or other objects, forming a connection between the gears. When the gears are spinning, the barricade will also be raised.
