The Legend of Zelda: Tears of the Kingdom Karahatag Shrine is found in the southern portion of the Gerudo region. Due to the sweltering heat, quicksands, and deadly enemies, we advise making use of the Lightning Temple.
Assuming you've already cleared the dungeon, return to the Lightning Temple Puzzle area, and use the updraft to get up higher. From there, keep using Ascend, including on the ceiling at the altar/boss arena, so you can reach the top of the pyramid. You can then glide east, where you'll see the Irasak Shrine nearby, and the Karahatag Shrine further in the distance.
Puzzle #1
As for the Zelda: Tears of the Kingdom Drifting Flame Puzzle, you'll start out by picking up the torch, then lighting it on the brazier. Use Ultrahand to grab and lift it so that it ignites the other brazier up top. This will open the door.
Puzzle #2
This is somewhat complex. Basically, there's a large chamber with three upside down pillars. Stepping on those will cause the floor to get lowered. However, the pillars themselves will reveal the braziers that need to be lit. There's also a candle nearby.

Wait, what about the chest? Don't worry, we've got your back. In the same large chamber, hop off to the side of the floor switch area. You'll notice a small nook. Open the chest here for a Mighty Construct Bow.
