The Legend of Zelda: Tears of the Kingdom Golden Horse is part of a lengthy quest chain involving Penn and the Lucky Clover Gazette. Thankfully, you'll only need to do one portion to get your reward. You may also refer to the map below to see where this entire endeavor will take you:
The whole endeavor starts in the Lucky Clover Gazette. Basically, if you're following the suggested storyline progression, you'll be heading northwest to the region of Hebra. As you approach Rito Village, you'll see the establishment. The coordinates are -3231, 1770, 0119.
Talk to Penn and Traysi and you'll receive the Potential Princess Sightings side adventure. This requires you to head to every stable in the game world. Fortunately, the Golden Horse just requires us to go to one: Snowfield Stable.
Snowfield Stable is found in the northeastern portion of Hebra. Make sure you've got cold resistance gear or food since the temperatures are freezing. The coordinates are -1634, 2576, 0233.
