Xbox continues to do all it can to convince regulators, rival platforms, and perhaps most notably Call of Duty players that everything will be fine if it acquires Activision Blizzard. While the majority of that has revolved around trying to convince PlayStation it won't make the series an Xbox exclusive, Phil Spencer has now revealed if the deal does go through, console-exclusive Call of Duty DLC will become a thing of the past.
Speaking with Xbox On, Spencer reiterated the message Xbox has been trying to relay for a while. That should it bring Activision, and thus Call of Duty, under its umbrella, it wants the experience to be the same regardless of the platform you're playing it on. That includes eliminating skins for guns and limited-time modes that can only be found on a particular platform.

“That's not the game we're trying to play here either. It's not about a skin on a gun. It's not about a certain kind of mode of the game,” Spencer explained (thanks, Eurogamer). “The same version of the game will be available on all platforms, which is really what we do today.”
Call of Duty players on PlayStation have become accustomed to receiving exclusive content in recent installments of the series. A small incentive to play the games on PlayStation rather than anywhere else. The threat of that incentive being taken away is likely one of many reasons why the Xbox rival is hellbent on making sure the Activision Blizzard merger isn't allowed to go ahead.
