The developers have given us multiple reasons, one as the in-universe explanation and one as the real-world reason. The name change in is spurred on by the set, which is going to be a racing set with ten teams from many different planes. The Ghirapur Grand Prix is set to be the main event of this set, and it is now a legal event that various teams from all over are taking part in. It’s a fun, new addition to the lore, and one that is central to the change of Kaladesh to Avishkar.
The short answer in lore is that a popular revolution led by the New Culture Collective changed the government and thus the name of the former Kaladesh, which still is centralized in Ghirapur. This was done revolving around the race taking place in the new set, which was also formally known as the Ghirapur Sprint. The Sprint was one of many illegal races that were organized by the New Culture Collective, and which was banned by the former Consulate.

In the midst of the tension around the race, the Phyrexian Invasion forced the Plane to come together to defend itself. After the war was over, the former criminal underground united and, led by the New Culture Collective, brought an end to the Consulate. With that,they chose to rename the plane Avishkar to rid themselves of the baggage that came with the old name and renamed the race to the Ghirapur Grand Prix.
