Thankfully, most of the requirements for unlocking Sally aren't too complex, and more than likely, most players will already have the majority, if not all of them, completed. First, and most obvious, you must have unlocked Jack Skellington. Jack is the source of the quest for unlocking Sally, so you absolutely cannot start this quest until you have him available. Secondly, you'll need to ensure you've completed the Odds & Ends quest with Merlin.
