Blizzard implemented the previously announced nerf to with a recent hotfix in Diablo 4. Many Rogue players have taken to the official Diablo 4 forums to discuss the change—with players theorizing that the cooldown reduction behavior isn't working as it used to. Diablo 4 Hotfix 6 & 7 Patch 1.0.2 Diablo 4 Patch 1.0.2d Class Tuning Changes Shadow Twisting Blades Rogue In our testing footage below you can see that roughly 13 monsters get hit by the returning blades from, resulting in a theoretical cooldown reduction of ~1.3 seconds to the Shadow Clone Ultimate skill. Combined with the time that passes in the video we can conclude that it does reduce the cooldown by a bit more than a second, resulting in the cooldown number jumping from 45 to 43 seconds. Players have come up with many theories, including that multiple casts of do not correctly reduce the cooldown or that the used to also reduce cooldowns, but now it no longer does. Diablo Community Lead PezRadar took to the forums to say that the developers are looking into it. We hope that we soon get clarification from Blizzard on whether or not the cooldown interaction is working as intended.

A note from them: Previously Advanced Twisting Blades was granting its maximum Cooldown reduction for each of its casts while hitting far fewer targets than intended. After the latest bug fix the amount of Cooldown reduction per target hit, as well as the maximum Cooldown reduction per cast of Twisting Blades, matches its tooltip.There has been no change in Read more on wowhead.com
