The tablet is located in the Megaris region, on the eastern side of the Occupied Forest Of Tripodiskos. Once you're in the area, look for a body of water that's behind a large rock. Then dive underwater to find an entrance to the cave.
Swim through the cavern until you reach a wall. At this point, there will be an exit above you. Get out, and you will quickly run into a fork in the road. Take the left path, and continue down it to reach a watery room. Climb up the rock at the back to find the tablet on top of it. Interact with it to receive the riddle.
The Riddle:
"It's dangerous outside, so I'm waiting out the war. The only time I go outside this cave is to replenish my cup. Once I leave, I travel northwest from the battlefield in the Occupied Forest Of Tripodiskos. Find me at the altar of offerings at the feet of the wine god himself!"
