Here's who speaks to Doctor Strange (Benedict Cumberbatch) during the Doctor Strange in the Multiverse of Madness Super Bowl trailer. Following on from the multiverse opening up in Spider-Man: No Way Home, things are spiralling into, well, madness in Doctor Strange 2. This may be the exact kind of issue Strange worked so hard to prevent, but unfortunately things are spinning out of control and gateways to different universes have been opened up, letting the MCU fully unleash the multiverse in ways beyond evenNo Way Home's multiple Spider-Men.
That's what's on show in the Doctor Strange 2 Super Bowl trailer. Marvel had a TV spot air just prior to the Big Game kicking off, which was swiftly followed with a new full-length Doctor Strange 2 trailer. Both versions lean heavily on the concept of the multiverse itself and Strange's actions causing havoc upon the world, and both notably have a returning Marvel character speak to Doctor Strange that should get audiences very excited.

The voice speaking to Doctor Strange in the Multiverse of Madness trailer is Patrick Stewart, who is seemingly back as Charlies Xavier, aka Professor X, from Fox's X-Men movies. There have been rumors of cameos from Fox's X-Men characters in Doctor Strange 2, and now it appears they are genuine, or at least Stewart is. No other X-Men characters are confirmed, but if Stewart is appearing as Professor X, then it would make sense for others to do so.
