A New Order is the fourth quest that you will encounter in the Dawnguard DLC of Skyrim. This quest will become available if you refuse to become a vampire, and instead choose to work directly with the Dawnguard. For A New Order, you will need to defend the fort and recruit new soldiers for the cause.

In this guide, we are going to go over how to complete A New Order. It's important to remember that if you are a vampire, you will not need to complete this quest. Instead, you will participate in The Bloodstone Chalice. First, let's take a look at the quests that you will need to complete before starting A New Order.
Before beginning A New Order, you will need to complete the following quests.
As mentioned earlier, you cannot be a vampire if you want to do this quest. While completing Bloodline, Lord Harkon will present you with the opportunity to become a vampire. During this conversation, you should refuse his offer and return to Fort Dawnguard.
To accept A New Order, speak with Isran, located at Fort Dawnguard. While doing so, a group of vampires will attack the fort. Your first task is to defend Fort Dawnguard from these vampires.
After the vampires have been dealt with, Irsan will ask you to recruit a few people for him. He will request that you find the Nord hunter Gunmar, and Sorine Jurard, a Breton expert on Dwemer technology.
To find Gunmar, you will need to check his location on the map. This will be random as he is not guaranteed to appear at one specific spot.
Once you find Gunmar, he will ask you to help kill a bear that he has been tracking. This will be very straightforward; find and kill the bear, then Gunmar will head back to Fort Dawnguard to help Isran.
