Imitation Amnesty in Skyrim is a quest given by Delvin Mallory; this quest needs to be completed if you want to become the leader of the Thieves Guild. In total, there are four quests associated with Delvin Mallory, with Imitation Amnesty being the quest for Whiterun.

In this guide, you are going to learn how to complete Imitation Amnesty, as well as what the rewards are. For this quest, you will need to successfully break Arn out of prison. However, to begin Imitation Amnesty, you will need to complete a few additional tasks for Delvin, which we will take a look at first.
Prior to beginning Imitation Amnesty, you will need to complete five small jobs in Whiterun for Delvin and Vex, who can be found in the Ragged Flagon within Riften. Once you speak with one of these NPCs, they will give you a small job in Whiterun, which consists of retrieving a randomly generated item.
Overall, these small jobs are simple, and you should be able to complete them quickly. After the five small jobs are done, return to Delvin, and he will tell you to speak with Olfrid Battle-Born in Whiterun.
After you are done speaking to Delvin, make your way to Whiterun to meet with Olfrid. Upon speaking to him, you learn that Arn, his old friend, is in Whiterun's prison due to drunken behavior. Whiterun's guards do not yet know that he committed a crime in Solitude that will result in his execution.
Olfrid needs your help to save his friend and wants to give him a new identity, so guards don't find out what he did in Solitude. Your task will be to steal a letter explaining Arn's true crimes, as well as change his name on the prison's registry.
