Season 4 Trinket Tuning - Nerfs to Many Popular Trinkets

The Trinket tuning originally found on Patch 10.2.7 is now hotfixed onto live servers, nerfing popular trinkets ahead of Season 4.
- The following Trinkets now have a 1 second GCD:
Manic Grieftorch, Algeth'ar Puzzle Box, Beacon to the Beyond, Belor'relos, the Suncaller
Neltharion's Call to Chaos primary stat reduced by 6.4%
Neltharion's Call to Dominance primary stat reduced by 15%
Conjured Chillglobe mana scaling with item level reduced by 44%
- Mana restored reduced to 8317 (was 25139) at item level 528
Dragonfire Bomb Dispenser damage reduced by 15% and ICD increased to 2 sec (was 0.74 sec)
Manic Grieftorch damage increased by 1.25% and can now be cast while moving
Rashok's Molten Heart mana scaling with item level reduced by 44%, Versatility scaling with item level reduced by 10%
- Mana restored reduced to 2250 (was 6790) at item level 528
- Versatility given reduced to 588 (was 653) at item level 528
Fyrakk's Tainted Rageheart all damage to enemies reduced by 5%
Storm-Eater's Boon damage reduced by 25%
Whispering Incarnate Icon secondary stat scaling with item level reduced by 17%
- Secondary stat reduced to 864 (was 1643) at item level 535
