Resident Evil 4 Remake completely overhauls Luis' character, keeping him alive for far longer to expand on his story and role in the broader game universe. This trickles down to the final chapter where we find his lab, complete with notes and old photographs, confirming that Luis worked on Nemesis, the STARS-hunting Tyrant from Resident Evil 3.

There's an old picture of him and the science team at Umbrella Europe's sixth laboratory on his desk, affectionately dubbed the "Dream Team". This might seem like a small reference to his history with Umbrella that was mentioned earlier in Re4 Remake, but he had a much larger role than it might seem. In the original Resident Evil 3, we find a note from that same lab regarding the creation of Nemesis.

"Order Sheet... The liquid medicine named VT-J98 is suitable to cultivate the NE-T type virus," the file Business Fax reads. "Therefore, we will need to order additional quantities of it. U.E. Sixth Laboratory".

This lines up with a new file added to the Resident Evil 3 Remake which, at the time, was seen as a nod to the then-unannounced Resident Evil 4 Remake. It subtly referenced the Las Plagas virus from Re4, which is a parasite that transforms the host into a mindless zombie, often piloted by spider and centipede-like organisms.
