You'll instantly pick up control of Leon following Chapter 14, so make your way to the top of the tower and then drop down the other side to meet the Merchant. Do any business you need, then head northwest to find you've been sent some support to take on the last batch of Soldiers: it's Mike! He'll give you cover from the air, so try to lure enemies out into the open so he can shoot them for you. Eventually, he'll shoot a rocket at the debris blocking your path and you'll be able to progress.

When you reach the Stronghold, you'll continue to receive air support from Mike, so don't waste too many of your bullets on enemies he can take out. Go up the ladder at the end of the path and cross to find an Anti-aircraft Gun being used by the enemy. This will scare Mike off, removing your air support.
