Payday fans think that the most recent Payday 3 developer diary might be teasing the return of Houston as a playable character, as his mask can be seen on a t-shirt worn by one of the game's developers.
Over the past few weeks, Starbreeze has been sharing more information about Payday 3, including footage of its new gameplay mechanics, information about the number of heists at launch, and more. One thing that it's remained tight-lipped about, however, is which heisters are going to be playable in the game, as only Dallas, Chains, Hoxton and Wolf have been confirmed so far.

No other characters have currently been officially confirmed by Starbreeze, but it looks like that's going to change soon as the team has been teasing the return of one major heister from Payday 2 - Houston. Houston was originally meant to be a replacement for Hoxton, even taking on his name for a while, but after the original Hoxton was brought back after fan demand, Houston became his own character entirely.
Despite being such a big part of Payday 2's lore, Houston still hasn't been announced to return in Payday 3. However, as pointed out by Redditor Acceptable_Dingo1786, the most recent Payday 3 dev diary seems to be hinting that he's going to be included in the main playable roster at launch.
During the developer diaries, each member of the Payday 3 team can be seen wearing a black shirt that features the mask of one of the game's playable characters on it.
