NVIDIA is planning to launch its GeForce RTX 4060 Ti graphics cards in both 16 GB & 8 GB flavors along with the RTX 4060 between May & July.
The rumor comes from leakers, MEGAsizeGPU and hongxing2020, who have revealed that NVIDIA's GeForce RTX 4060 Ti graphics card will come in two variants, a 16 GB model and an 8 GB model. So far, every listing has pointed out 8 GB memory for the GeForce RTX 4060 Ti graphics card but based on the launch timeline, it becomes clear why the 16 GB hasn't been mentioned anywhere so far.
The NVIDIA GeForce RTX 4060 Ti 8 GB graphics card is expected to launch first at the end of May. It will be the first of the three GeForce RTX 4060 series SKUs planned for launch. During its launch, it's expected that NVIDIA will also announce the GeForce RTX 4060 Ti 16 GB and RTX 4060 8 GB models though their launch isn't expected until July which is two months later. It isn't said when exactly the launch will happen in July. So the launch plan will look something like the following:

The decision to add extra memory on the GeForce RTX 4060 Ti might have occurred after the recent backlash from the gaming community and AMD's recent blog post that showed how the company offered more VRAM at a far better value. NVIDIA's 8 GB VRAM for the 4060 Ti may not have been enticing enough and usable for modern AAA titles. So 16 GB on the RTX 4060 Ti does look better but that also opens up the question if we will see a 16 GB variant of the Non-Ti card too?
The NVIDIA GeForce RTX 4060 Ti is expected to utilize the AD106-350-A1 GPU core, a cut-down version of the full AD106
