For all of Green Lantern's faults, his archenemy Sinestro knows that one particular weakness of Hal Jordan's makes him a lesser hero. For someone who wears a ring capable of generating literally anything, Hal might not possess the imagination necessary to bring out its potential.
The greatest privilege that comes with being a member of the Green Lantern Corps is getting to wield a Power Ring. Those who possess great willpower can use their rings to tap into the Emotional Spectrum's Green Light and construct anything they can imagine. It's no surprise that the Corps has many creative individuals like Green Lantern Kyle Rayner in its ranks. But creativity has never been a requirement to be a part of the Green Lantern Corps as much as being able to overcome fear has. And when it comes to conquering fear, Hal Jordan has proven he's one of the best at it.

That said, it seems that Hal really does struggle on the creative side of his ring-slinging. In fact, it's so obvious, his former mentor and nemesis called him out on it back when they were allies. In Green Lantern #34 by Geoff Johns and Ivan Reis, Jordan and Sinestro are chasing down the murderer of Green Lantern's predecessor, Abin Sur. The future leader of the Red Lantern Corps, Atrocitus, is running amok on Earth and is attempting to kill William Hand and harness his power as "a doorway to the Black." But the Green Lanterns give Hand a chance to escape by fighting Atrocitus directly. Despite having fully-charged rings, Sinestro notices Hal isn't putting much effort into his constructs, causing him to chew out the rookie in the middle of the fight and insist Jordan show what he's capable of.
