In order to increase the number of potions Clive can carry and the effectiveness of potion healing, you'll need to complete four specific side quests. These quests become available further into the game, and they're difficult to miss because of their '+' symbol on the side quest icon. All of them are found in The Hideaway at different points in the story.
To increase your potion capacity, you'll need to complete the side quest Weird Science. This will let Clive carry two more Potions and one more High Potion.
Then, later in the game, completing the side quest Even Weirder Science will let Clive carry another two Potions and another High Potion. This means Clive can carry a total of eight Potions and five Hi Potions.
Meanwhile, to increase the amount of health that your potions heal, you'll need to complete the side quest The Root of the Problem. Then, later in the game, finishing the side quest Please Sir, Can I Have Some Morbol will increase your potion's healing potency even further.
More powerful potions, called Elixirs, can also be bought later in the game. Elixirs restore Clive's HP completely, but you can only carry a maximum of two Elixirs at a time, and each one costs 20,000 gil.
