First off, you need to be warned that this method requires a lot of bug exploits and trial and error, meaning you'll need to make sure you save your game regularly if you don't want to brick your entire save. To start, you need to attack and then knock out Minthara, solve the Goblin Crisis, and then take a long rest. This will make Minthara fall into despair as she'll know she's failed her mission.
Next, you need to head to Moonrise Towers and open up the teleporter in order to bring Minthara with you. Since only companions can use teleporters alongside you, you'll have to use Polymorph to turn Minthara into a sheep and then have a different character use Dominate Beast to make her a companion. You'll then need to used Improvised Weapon to bring the sheep to Ketheric's room, which will then kick off the normal events that lead to her recruitment.
