Great League has its own set of rules in Pokémon Go for trainers to follow. Outside of capturing Pokémon around the globe and trading with friends, Pokémon Go has a fairly deep competitive PvP mode. Trainers can face off against others in three-on-three Pokémon battles to determine which is the stronger of the two. The more matches the player is able to win, the better rewards they'll earn down the line. Most Pokémon Go players might ignore PvP at first due to how intimidating it can be on the surface level, and those who don't participate are missing out on a chance to get great items.
The Pokémon Go Battle League is broken up into three different tiers, Great, Ultra, and Master League. Each one has its own rules regarding which Pokémon are allowed to enter and which ones will be immediately banned. For example, trainers looking to participate in the Interlude Season will need to use Great League rulesets. With Great League, all Pokémon will need to have less than 1500 CP in order to enter. Since most legendary Pokémon already shoot over this number substantially, many of them are banned right from the gate. Instead, trainers will need to build a team with low CP but powerful attacks.

Since trainers are only allowed to carry three Pokémon at a time, there will be multiple team combinations to choose from. It's impossible to know what Pokémon the opponent will have until the battle begins. These Pokémon make it easier to deal with any possible answer to that question. There is no definitive answer to this question, but rather Pokémon that get close enough to the CP barrier without going beyond it.
