It isn't particularly hard to find an Enhance! location in, as they can be expected to appear in the city maps of major settlements. Consequently, it's likely for the New Atlantis store to become something of a default in many playthroughs, conveniently located in the first big city that the story visits. Akila City and Neon also unsurprisingly feature them, with each location tailored to the style of its particular environment. The best Enhance! store, however, isn't actually found in a major metropolis, although its home is plenty impressive in its own right.
