In a radical change, Phase 4 of Classic Season of Discovery is adding a new raid buff to Warriors! Valor of Azeroth is a reduced version of Rallying Cry of the Dragonslayer, which does not stack with the world buff, but compensates for missed or lost buffs after wiping.
- NEW Inspires all members of your party or raid to fight for the Valor of Azeroth, increasing critical chance of all spells and attacks by 5% and granting (60 * 1.5) Attack Power. Lasts 2 hrs.
May not be combined with similar long-duration effects.

In their PTR Development Notes, Blizzard emphasizes this is an experimental change on the PTR that may be iterated on before the release of Phase 4, though the intent is that groups which lose their world buffs be able to regain a portion of the value, without undermining the actual world buff. Seen as particularly important to Warriors due to their reliance on attack power, the class seems a natural fit for the new compensatory raid buff.

Valor of Azeroth grants all party and raid members 1.5x the Warrior’s level in Attack Power (melee and ranged) and 5% crit chance to all spells and attacks. This is not cumulative with Rallying Cry of the Dragonslayer.
Developer’s Note: We are trying a rather radical new change to essentially allow Warriors to provide themselves and raid members with “Dragonslayer lite” in case they or other raid members don’t have or have unfortunately lost their world buffs. Warriors in particular gain a massive amount of power from World Buffs, and the class can feel a lot less satisfying without them so while this won’t raise a Warrior’s overall maximum throughput, it should help bring the floor up in situations where Warriors have to go without World Buffs. This is an experimental change for the PTR and we may remove or iterate on this change
