The Rebreather costs Bones, a rarer type of currency a lot more uncommon than Pounds or Euros that may help you buy items from various vendors. The more Mysteries and side quests in you complete, the more collections of currency you'll build up as you progress the story.

The Rebreather is found in Sukhothai Village, an area you can reach naturally through the game's story. Once you arrive at this location, search for a vendor named Tongdang. After a brief cutscene introducing you to the vendor, he offers the Rebreather for an expensive 798 Bones, which is supposedly at a very generous discount.
