According to Google Translate, the only reason that Final Fantasy 7 Remake's Cloud Strife was able to see the Whispers was because he came into contact with Aerith Gainsborough, who was originally the only one who could see them. The same goes for other characters in the game such as Barret Wallace and Rufus Shinra, both saw the Whispers when they came in contact with Cloud.
