The city of Gotham has had its fair share of alternate futures and several involve it being a fascist dystopian. Batman has had a hand in creating this future for his home, but Batgirl's version in Elseworld's Finest: Supergirl & Batgirl is worth noting. It may even give Simon Saint a run for his money.
Elseworld's Finest: Supergirl & Batgirl hasthe creative team of Barbara Kesel, Matt Haley, Tom Simmons, Matt Haley, Moose Baumann, and Bill Oakley. It was published in 1998 and it gave Barbara Gordon Bruce Wayne's origin story. This led her to become the primary protector of Gotham, as well as its worst nightmare in many ways. While she didn't become Oracle in the traditional sense, she still employed Oracle tech and cut Gotham off from other areas of the world, including its sister city, Metropolis.

Following the death of her parents, Barbara was adopted by the Wayne family. Her crime-fighting is funded by Bruce and she has cut off super-powered beings from being able to enter Gotham without permission. This extends to the Justice Society, who operate out of their headquarters in Metropolis. Wonder Woman, the Flash, Supergirl, and others have to get Barbara's express permission to come to Gotham, even as honored guests. They are also required to prove their identities through tests provided by Batgirl's Oracle technology.
This approach to protecting Gotham mirrors Batman's fascist Gotham in the Elseworlds story Kingdom Come (1996) from the creative team of Mark Waid, Alex Ross, Todd Klein, and Bob Kahan. Gotham in this series also locks out metahumans, but the streets are protected by a robotic police force controlled by Bruce Wayne.
