Should the title of the strongest human in the Dragon Ball universe belong to Tien or Krillin? As Earthlings, both Z-Warriors have limited potential and are likely incapable of ever matching the current power levels of Goku, Vegeta, and Gohan. That being said, the gains they’ve made make them two of the strongest members of the human race in history.
Over the years, Earth has produced a number of skilled fighters, including Videl and Yajirobe. While none of the humans have what it takes to compete with the Saiyans (or even Piccolo), there are a few whose training has made them forces to be reckoned with. In fact, some have achieved enough strength that they could easily best some of the villains that Goku struggled against in Dragon Ball Z. Without question, the most impressive Earthlings in Dragon Ball’s world are Master Roshi, Krillin, Tien, Yamcha, and Chiaotzu. Of these five, Roshi, Tien, and Krillin all had enough power to land themselves spots on Goku’s Universe 7 team in Dragon Ball Super’s Tournament of Power. When it comes to which one is above all the rest, the two names that come up the most are Tien and Krillin.

Many consider a comment from Dragon Ball creator Akira Toriyama as an answer to this old debate. Several years ago, Toriyama agreed with an interviewer who labeled Krillin as Dragon Ball’s strongest Earthling [via Kanzenshuu]. However, the events of both Dragon Ball Z and Dragon Ball Super paint a different picture of the situation.
