The new group Ellie stumbles upon in the snow is struggling to the point that they've started eating humans. Worst of all, they're not even preparing them properly, the heathens!
If you've played the first game you'd have known David's group has been eating people, some of them without even knowing. The first hint in the show came when the group's leader handed some meat over in the kitchen. When the person preparing dinner asked what kind of meat it is, David answered venison, but you could tell both knew it wasn't without them needing to say.

Turns out some of you stopped wondering what meat it really was and instead wondered where these people learned to cook seconds later. Joyce takes the meat and throws it straight into a pot of rather unappealing-looking water bubbling away on the stove. It's that, not the fact that it was human meat, which crossed the line for Imbred_Hapsburg.
“No salting or spicing of the meat. She didn't brown the crust on the grill or even better fry in some fat on a stovetop,” they wrote on Reddit. “You have been forced to eat your fellow man to survive, but is that any excuse to not take a little pride in the kitchen?” The replies are predictably amusing. Some have pondered what Bill would have done with the meat, and what wine he would have paired with it, while others have suggested David's people didn't not like the meal because they suspected it contained human meat, but because that meat wasn't properly seasoned.
