WARNING: Contains spoilers for Suicide Squad #13 and War for Earth-3 #1
The war for Earth-3 is well under way, but it looks like Amanda Waller and her Suicide Squad have teamed up with the wrong person because the evil Justice League has a new leader...and it's not their version of Superman or Batman. On Earth-3, a more nefarious version of the Justice League has a huge grip on the world. Ultraman, the alternate-Earth Superman, is seen as a dictator while Owlman, the alternate Batman, is shown as his right-hand man. Along with other familiar members of what would make up the Justice League, they form the Crime Syndicate and are a real force to fear, which makes it clear why Amanda Waller wants to invade on her quest for power. However, there's someone working behind the scenes, pulling the strings of the Crime Syndicate as both their leader and the true ruler of Earth-3.
In Dennis Hopeless and Robbie Thompson's Suicide Squad #13, Peacemaker and Ambush Bug are shown sneaking into Earth-3's Fortress of Solitude to find a weapon to take out Ultraman and stop Waller. Inside, they find a variety of different interesting artifacts. What's most notable though is a Phantom Zone projector. Confident that they'll get it and go since Ultraman is distracted in Metropolis by Amanda Waller, they break it out. They soon come to a shocking realization though that Earth-3's Fortress of Solitude doesn't belong to Ultraman at all: it's Donna Troy's lair.
