It appears that the Neltharus Dungeon was buffed on the Weekly Reset, nerfing the dominant chain strategy.
Chain Strategy in NeltharusThe Burning Chain strategy was by far the most dominant chain strategy in high keys. Every 3 minutes, the entire party could click on a chain and essentially detonate the chain on any group of mobs, instantly killing the group. Sense on Twitter documented that this worked out to be about 43% of the damage in a key. Routes would be made around doing massive pulls at least 3 minutes apart, stopping on a chain spot and then detonating the entire pack at once.
Chains Nerf in NeltharusThe Burning Chain nerf has a rather large impact — a lot of enemies can no longer be hit by Burning Chain at all now! This separates mobs in Neltharus into 3 different categories:
Mobs that can trigger and by hit by chains.Mobs that cannot trigger the chain by can be hit by the explosion effect.Mobs that cannot be hit by chains.Here's a video and log: Based on some initial tests, here's what we've found so far:

Tamed Phoenix Qalashi Warden Type 3: No Longer Interact With ChainsThese mobs are ones that don't interact with chains at all anymore (was previously Type 2):
Qalashi Spinecrusher Ore Elemental Qalashi Thaumaturge Apex BlazewingIt's unclear if the trash on the way to Forgemaster has also been moved to this category or not (e.g. Qalashi Bonesplitter, Qalashi Irontorch)
