Talking to the right NPC will help you start this quest and finish it quickly to claim every possible reward.
Whenever you get the Photo Investigation, you need to travel to Florawish to start searching for Fronte. The description of the quest says that Fronte received an unexpected message from the guards of the town regarding the Wish Festival. According to these guards, Fronte had broken the Festival's tradition, getting him into a little bit of trouble.

From the town square of Florawish, head east past the Great Wishtree, then go northeast along the river to eventually find Fronte.
