As long as your Operator in can score eliminations, you should have little issue gaining some Stars over time. That being said, if you want buffs quickly, you need to get Stars through Medals more often than basic eliminations.
When you get eliminated during Overdrive, a timer starts when you revive. Those still have a limited amount of time to score an elimination to keep whatever Stars or buffs they have.
