The amazing power of Ghost Rider's Penance Stare may be the most powerful tool in his arsenal, but Daredevil, for the most part, has nothing to fear from it in Marvel Comics. In the past, the Rider's stare has shown to operate off of one simple thing; it must be seen in order to work. So while the blind Matt Murdock may find himself at an advantage, does that mean he's capable of beating everything the Penance Stare entails?
Several Ghost Riders such as Johnny Blaze, Danny Ketch and Robbie Reyes all possess the Penance Stare, a power that allows them to force anyone they make eye contact with experience every horrible thing they've done to others. Despite its power, the Stare has its limitations, being ineffective on remorseless characters like the Punisher, or Thanos (who enjoys the suffering he's caused). That being said, Ghost Rider's Stare is still incredibly powerful and shouldn't be much trouble taking on a relatively normal person like Matt Murdock.

Of course, Ghost Rider has encountered Daredevil, and subjected him to his infamous glower. Daredevil #295 from Dan G. Chichester, Lee Weeks, Al Williamson, and Jack Morelli shows Ghost Rider grab Matt and bring the full force of the Penance Stare onto him. And while Matt is shaken by the experience, his lack of vision prevents the Stare from doing any damage. A similar event happened in Joe Kelly, Ariel Olivetti, Pier Brito, Christie Scheele, and Richard Starkings's Daredevil #372, where an enraged Daredevil calls out Ghost Rider for his actions as judge, jury and executioner. Again, Matt's blindness protects him, though he does show a vulnerability to the mere power of the Rider's overwhelming
