Gotham City almost outlawed one of the most famous attacks utilized by Batman and the many vigilantes he trained, attempting to prohibit skylights on any building within the city limits. This was due to the efforts of an evil that even the Dark Knight and his allies could not combat, namely the insurance industry. Ironically, their efforts were thwarted by the Penguin, but not out of any love for Gotham City's heroes.
Skylights are a frequent casualty in the war on crime in most superhero comic books. While all manner ofcollateral damage is caused by superheroes and supervillains fighting in the streets, the humble ceiling window seems to suffer the most. This is especially true in Gotham City, where the Batman family frequently make dramatic entrances by jumping down through skylights or by throwing thugs through them, in order to intimidate the cowardly criminals below.

This airborne attack became so common in Gotham City that one insurance company reportedly lobbied to have skylights outlawed. This information was revealed by the narrator ofBatgirls #8 by Becky Cloonan, Michael W. Conrad and Robbi Rodriguez, as Batgirls Stephanie Brown and Cassandra Cain shattered a glass ceiling while fighting one villain. The narrator noted that Gotham Metro Insurance put pressure on the city council of Gotham City to pass the legislation, having apparently lost millions of dollars annually replacing all the glass broken by Batman and his family over the years.
