The Gold Cloaks, to the towering Red Keep, which houses the King of the Andals and the First Men, his family, and his court and is located atop the hill, looking down at all of the houses below. The walkthrough video created the feeling of entering through the gates of the city wall before panning up to show the sheer scale, which could only have been further brought to life with some kind of an NPC mod to populate it as ZombiejesusX suggested in the comments.
