Obi-Wan Kenobi takes place a decade after the events of Star Wars: Episode III — Revenge of the Sith, which situates it about 20 years before the story depicted in the first Star Wars. This places the show's setting during the relatively early days of the Galactic Empire with Palpatine as its dictator. While that doesn't give a definitive picture of where Palpatine is or what he's up to at the moment of the Obi-Wan Kenobi show, a few details can be logically inferred based on this time frame.

At the end of Revenge of the Sith, after Obi-Wan's bittersweet defeat of Anakin, Palpatine was seen supervising the construction of the Death Star alongside his apprentice, by that point fully transformed into Darth Vader. With the time jump of a decade to the Obi-Wan Kenobi show, refining the Death Star into the ultimate weapon likely remains Palpatine's focus as Emperor. Beyond that, depending on the degree of the Death Star's completion and its ability to house personnel, Palpatine's actual location during Obi-Wan Kenobi remains unclear, but it seems likely that the show will give some indication.
