Westworld's William is in the market for Hoover Dam… but why does the Man in Black actually want it? Westworld season 4 enters cartel territory, approximately seven years after season 3's fiery conclusion. Wealthy mobsters own Hoover Dam and have converted the facility into a massive data server where prestigious clients pay for the privilege of storing information when a USB stick or Google Drive just won't suffice. Westworld's «The Auguries» kicks off season 4 with William demanding to purchase this facility, then using some mysterious insect mind control technique when money fails.
Ed Harris isn't quite William here, of course. When Westworld season 3 ended, Delos' owner tracked down the host version of Charlotte Hale looking to kill her and quash plans for a robotic uprising. Instead, William was confronted by his host counterpart, programmed using the «Man in Black» personality he routinely unleashed during WestWorld visits. The Mandroid In Black is now operating as Hale's assistant, but masquerading as William, legit owner of Delos, when in public. It's this character we're seeing at Hoover Dam.

William makes little attempt to hide his intentions in Westworld's season 4 premiere. He tells the cartel representative that something was stolen from Delos eight years prior, and is currently being housed inside the Hoover Dam. William wants it back, but what precious treasure could he be talking about, and how does he plan to use it?
Host William says the mysterious data inside Hoover Dam was stolen from him "eight years ago." Since Westworld season 4 takes place seven years after season 3, the theft must've happened sometime around Westworld season 2. Even
