Street Fighter 6's World Tour mode explains why Blanka's skin is green, seemingly retconning the reasoning that was given in previous games in the series.
We've spoken at length about all of the fun interactions that Street Fighter 6's World Tour mode lets you have with the game's roster, from Juri roasting you to Chun-Li making it clear that she knows everyone is staring at her thighs. These conversations are great and help build out the series' iconic characters, but they're not just for fun, as some of them actually help establish the backstory and canon of each fighter.

The most prominent example of this can be seen with Blanka. You can encounter Blanka when you get asked to travel to Brazil and bring Luke back a memento of some kind. Once you've taken on the role of Blanka-chan, you can then become Blanka's student, taking on his abilities and getting to hang out and have conversations with him.
One of these conversations answers (or rather, reanswers) a long-standing question that fans have had about Blanka and explains why his skin is green. As showcased by Twitter user FGC_Daily, speaking to Blanka enough times will cause him to go discuss his origins with the player, which includes chatting about the unique colour of his skin.
During the conversation, Blanka says, "I had to borrow the power of the jungle to protect myself from bugs. I smushed up some grass and flowers and painted my body with them. And now I'm the colour of the jungle! Uwo!".
