A Stellar Blade PC port has yet to be officially announced, but one could be already in the works alongside additional content.
As reported on the Tech4Gamers forums, two job listings from developer Shift Up related to the game have appeared online. The studio is looking to hire a Combat Designer for PC development which specifically asks for PC-related skills such as design and data work, heavily suggesting a port is going to be released at some point. Additionally, Shift Up is looking to hire a Battle Designer - Monster Creation for the creation of monster skills, AI design, and data work. This seems to suggest that additional content may be coming to Stellar Blade in the future, and new monsters will be part of it.
While a PC port of Stellar Blade and additional content have yet to be confirmed, this isn't the first time we have heard about them. Back in May, the documentation prepared by the studio for its initial public offering mentioned both of them, but still, it is nice to hear that plans seem to be going ahead.

No butts about it, Stellar Blade is a marvelous feast for the eyes and a technically impressive action RPG. Those who find the hyper-sexualized Eve offputting will find little redemption in finding some modesty for the playable heroine, but at the same time, those already accustomed to the years following Bayonetta’s release and 2Booty memes will find the character designs enjoyable, to say the least. Stellar Blade is a fantastic action title and one PlayStation exclusive you’ll have to play after the kids go to bed.
