In the most recent hotfixes, Delves have been nerfed again!

Delves have been nerfed again reducing the health of elite mobs (e.g. Nerubian Webspinner, Kobold Taskfinder), minibosses, and Bosses!

Here's what we've seen so far while solo and we're not sure how this applies to group content.

Elites such as Nerubian Webspinner and Kobold Taskfinder have had their health nerfed by 30% down to 20.2M (was 28.9M) on Tier 8
Bosses such as Waxface have had their health nerfed by 16.5% down to 57.8M (was 69.3M) on Tier 8. From datamining this seems to affect Zekvir as well.
Minibosses have also been hit, but we don't have the numbers at the moment.
Regular mobs <11M health and lower untouched

This should make Delves slightly easier to solo, but there's still a chunky amount of health to DPS through, especially while solo. If you have details on group content, please leave a comment below!
