This Blue Request Note asks you to destroy the portrait of Ramón Salazar. The Blue Request Note is opposite the Gondola that takes you to the Clock Tower, and is positioned alongside another Blue Request Note called Jewel Thief. Ramón's Portrait can be found in the Throne Room, which is east of the Ballroom and just beyond the Antechamber. When you get there, it's the painting in the back-left corner. There are some chickens wandering about the room, some of which drop Brown Chicken Eggs. Pick one up and equip it; do not Use it in the inventory. Then aim and throw it at Ramón's Portrait and the Blue Request Note will be complete.
Since the Gondola to the Clock Tower acts as a point of no return in the Castle, you must do this before getting on the Gondola. Otherwise, you'll fail the Blue Request Note.
