Persona 3 eventually added a female protagonist in the Portable re-release, but neither 4 nor 5 have the option to play as a woman. Speaking about P5R, game director Katsura Hashino said "it's not worth it" due to the "huge amount" of work it would require, so modders have decided to bear the weight and do it themselves.
Simply titled P5R Female Protagonist, the mod adds a woman version of Joker, but it's not just a model swap. It comes with complete voice acting courtesy of Alex Farron, tweaked dialogue, new tutorial/story summary text, new loading screen sprites, "And other more minor things that you might be able to spot, if you keep an eye out".

As for who you can romance, I'm happy to say that being fruity is on the table. According to the mod page, there are four male and female options - Ryuji, Yusuke, Mishima, Akechi, Haru, Hifumo, Takemi, and Ann. As for adding any more, mod creator chlorophylls said, "I am open to feedback and suggestions, but do not think I will make changes for the sole purpose of satisfying people who pester me about something enough.... I have my hands full with what are essentially 4 new romance options".
Farron announced that she was working on the mod in January, earlier this year, attaching a clip to show off her version of Joker in action: "I'm the voice of Female Protagonist/Joker in a major Persona 5 Royal mod! The creator selected me to be part of their incredible ambitious passion project, something that's a dream come true for me."
